Upper radiator leak.

What does this nipple on the side of the radiator neck go to, (arrow)? It has this rubber plug, (sitting on top of the radiator cap), clamped to it, but I noticed it leaks. Is it supposed to connect somewhere, or do I need to just get another plug? Is there a certain type of plug I need? The truck is a 91 f150 4.9L, 5spd. Thanks.

Supposed to go to 1 of 2 ports on side of throttle body, to help with de-icing throttle blades, in colder climates,
