I have rebuilt my turbo, put in new up-pipes, run straight exhaust, new 3” down pipe, added an intercooler, done and EBPV delete, used a boost leak detector to try to find the leak, checked my MAP line, and checked every clamp and still am unable to understand why I’m only getting 5 psi of boost at WOT. Can anyone help me figure this one out? Thanks.
Have you got good power? If so check the boost gauge line for kinks or cracks. put a vac pump such as mighty vac on the boost line and see what happens when you apply vac to it.
Could be something simple. Sounds like you have checked every thing else
What are the specs on the rebuilt turbo? Are you still rocking the 1.15 AR housing? What RPMS were you seeing the 5 psi boost at? ZF5 or E4OD? what gearing do you have? I'm assuming you still have the stock AA code injectors?
All these could attribute more or less to your boost at given RPMS and load, but it still seems low considering at a glance there aren't any boost leaks. Is your boost gauge pre or post intercooler?
Also people don't want to hear it, but these trucks are 23+ years old at this point, you may very well have exhaust manifold leaks that could be affecting the drive pressure on the turbine.
If you have the time, fill out a sig. It helps diagnosing, as well as others if they're on the fence about XYZ upgrade or mod.

Unfortunately I haven’t hooked a gauge up that ties into the map line. I’m using my edge insight to monitor boost via the OBD2 port. It’s definitely lacking power right now even with stage 1 injectors and a hydra chip with the appropriate tunes.

The rebuilt turbo is completely stock with the 1.15 AR turbine housing. The only thing I changed was that I put on an anti-surge wheel. Seeing 5 psi at 3500 rpm. My transmission is E4OD. Gearing I’m not sure on. Injectors are 180cc with stock tips. I checked the manifolds when I did the up-pipes and there were no leaks there.
What's your fuel pressure and HPOP pressure at WOT?
Fuel pressure is at a constant 65 psi since I did the e-fuel conversion. Not sure on HPOP pressure, but last time I checked it checked out after I replaced it with one with a 17* swashplate. I’m good on the fuel end of things. Only issue is the boost loss
Especially with the 180ccs you should be seeing way more. You should check all your gauge components. Kinks holes. Are your connections wrapped with Teflon tape or some kind of sealer?

Its just reading off of the OBD2 port right now on my Edge scanner. I haven’t added a gauge that ties into the MAP line yet.
Not sure about this because I use a mechanical gauge but I’d imagine that if something is wrong with the map sensor you wouldn’t see correct numbers. Someone who knows more might correct that but I would check the map line for leaks or bad connections

I checked the MAP line coming from the sensor and was praying that was the issue because it’s a simple fix, but unfortunately it was all clear with no clogs, kinks, and tears.

I would tend to believe it's a gauge issue. I can usually see 8-10 psi pre intercooler around 2500 rpms with a 243k stock obs turbo and leaking up pipes. Plus I only have 160/0 injectors. This is in my cummins killer tune from 1023.
