The one thing I noticed while I was trying to get the key to go into the lock position, before I just took the whole unit off the steering column, was that I could not move the rod on top of the column. Thought I could move the brass gear by moving the rod.
Sounds like I need to see if the gear is actually attached correctly to the actuator.
The rod should not move if the key is locked. The rod should move the brass gear with the key cylinder removed from the column. Remove the key cylinder and then engage the starter manually by pushing the rod into the ignition switch.
If you just need to hear the truck run, turn the key on and use a screw driver to push the ignition switch to start it... I did that for a while while waiting for parts. Just be sure no one calls the cops be cause it looks like you are hot-wiring it...

Did you remove the key cylinder from the steering column? If the push rod does not move with the key cylinder removed, then there are considerable problems. So, with the key cylinder removed can you turn the brass gear with a screwdriver? If you can rotate the gear it will move the actuator. If the actuator moves it will move the push rod, if the push rod is connected to the actuator rod. Is the steering wheel still off? take the horn switch and turn signal plate out again and see what is going on. Post some pictures to show us what you're looking at.
