Oval side steps, top plastic removal?

I found that my factory oval side steps are loose on the brackets. Is there a way to remove the top plastic cover to try and tighten them up? The bolts on the bottom of the step just spin.

If I remember right, I just popped mine off with a screwdriver. They just clip on.
I no longer have mine as I went to some AMP retractable steps.
