steering column wiring

steering column wiring
Have a 2001 ford 450 motorhome
Someone added a alarm system and wired into the ignition harness works ok
someone added bypassed a horn button in the lower dash it works ok
Problem is horn and cruise controls on steering wheel don't work wire down to relays under hood is ok (ground wire) is working but i don't have any power to relay. Pulled relay box up and found a yellow wire but I'm unable to find where it comes from in the harness the 15 amp fuse that powers it is good but has no voltage on it. so I'm stumped.
any help is asperated.
