Never had to get into one of these before but the wheel bearing is a bit loose and I think it is grinding a bit.
the cover bolts on my lockouts are either stripped, siezed, or both.
1/8” Allen doesn’t bite, 5/32 is too big. 3mm Allen is too small and 4mm is too big. T20 got an initial bite, but spun right away with the cordless impact. T25 is too big to fit.

Having dealt with problems like this but not on the same assembly it looks like drilling the heads of the Allen bolts will be necessary to release that chrome ring. The bolts are indeed rusted in place so not a lot I'm aware of how to apply a penetrating fluid to dissolve the rust. Adding the Allen bolt head isn't meant to suffer any sort of high force torque to remove them they're horribly prone to rounding out as you've experienced.
Not sure how hard those rusted bolts are so could be an easy process to drill them out or not----either way I wish you nothing but good luck. Looks like a good long day's work or maybe spread it out over a few?
i’d try soaking them in penetrating oil overnight, then heat them up a bit with a handheld bottle propane torch and splash cold water on it while it’s hit to try to break the bond.
stick a flathead screwdriver in that fits snug and grip it with locking pliers to turn it
Don’t know anything about the Mile Markers, but I put the Warn Premium manual hubs on my 2006 F350 around 2013 or so I think, and they were still in top condition/smooth as silk when I traded the truck in in 2019. I’m in salt country too.
