Is this hole normal?

I'm not sure why I never noticed it before if it has always been there, but I recently saw this hole and wondered if it has always been there, or if it is a problem and I need to fix it. Engine is running fine.

Not a problem unless it's sucking air. Looks like someone drilled it so water wouldn't pool there.

Definitely drilled and tapered, but not threaded. Off hand, I can't think of anything that might slide or pop in there, that would be of any value.

There are actually 2 holes, one is on the other side below the carburetor, the second divot in as well. I can't imagine what the previous owner would have done that for.
