Had my 2001 f350 at local shop and was told ICP is reading zero volts. At home I pulled Icp pigtail with key on I was getting 5 bolts but nothing from ground wire. I plugged pigtail into Icp spliced into ground wire with key on and still no continuity from ground wire.
do I have s bad ground causing Icp not to function ?
I also took my test light from pos battery to spliced ground d wire going into harness and nothing.
Could you give a little more information please. Why was it at the shop, were they diagnosing a no start or other related issue? Did they or you check for any codes, if so what were they? What exact problems are you having and what diagnostics have been done so far? Not trying to be a dick, just not sure what you're asking. I know the ground is how the PCM controls some systems, so you can have voltage but still not "work" because the PCM hasn't provided the ground to complete the circuit.
Truck was running but power was down and cel was on
I replaced Icp which was not leaking oil but strickly diesel recommended an Icp/ ipr change which I just did while doing a fuel bowl delete install

That is the shop estimate page correct? Did they do those repairs or is that as far as it's gone? Unless there is another page or two showing where they scanned for codes or hell anything else I'm suspect. It's unclear about the ICP not reading pressure with key on. If the engine isn't running it shouldn't read any.
If you don't have a way to scan codes and monitor engine for yourself, then that's where to start. It's pretty cheap now with Forscan and such so no excuses not to, and it is an invaluable tool for diagnostics. That they would mention the CEL but not give any information about scanning or codes puzzles me. Is that S.O.P for mechanic shops? I try not to use them and the once or twice I have I'm the a-hole standing over there shoulder questioning every result they come up with.The last one I used to install my motor because I didn't have the time, and when the motor developed a knock after startup, I made them pull it back out and put it on my stand so I could tear it down in there shop to find out why. I wasn't going to let them do it, then give me some BS excuse. I found a lock washer pounded to hell in between the #2 piston and head.
Could removing the fuel bowl have anything to do with Icp ground reading 0? There was 2 plugs that I removed from fuel bowl

Forscan is a software you can download to your phone or laptop. pretty cheap $5-6 I think. You'll need an OBDII dongle also, wired or Bluetooth, probably should check compatibility though. I've heard some dongles don't work as well. Autoenginuity (AE) is what I bought but that was back before the phone apps were available, great tool but pricey. Cutting the plugs wasn't necessary, most just tuck them out of the way, but I couldn't say that caused your problem. Electrical isn't my strong suit, but like I said before the PCM uses ground to control some systems. Don't know if ICP is on that list, but possibly checking while running could answer that for you. Another thing to try would be to unplug the ICP, if nothing changes in how it runs that would most likely mean an ICP issue.(sensor bad or wiring issue) Still we're shooting in the dark without codes and live data readings. There are multiple thing that can cause power loss, low engine oil, old dirty engine oil, plugged air filters/fuel filters, air in fuel, multiple sensors, injector o-ring, and the injectors themselves just to name several. If you fluids and filters are good then research some scan equipment to get started.
