Pulley Groove

My 1951 M3 also has the pulley groove.
Might be "normal" for Canadian trucks.

Good to know!

It must be a Canadian spec for whatever reason.

One last question - after I hooked up the vac advance at idle I noticed timing moved a degree or so more advanced I’m assuming this is normal?

It should be noted that there are two different positions for the pointer on the timing covers. This can be seen if you have the timing cover off. There is two possible holes that pointer could have been put in.
If you have the wrong timing cover, your pointer will always be wrong.

The two positions are at the same number of degrees, but at different diameters to allow one cover to be used for both Cars and Trucks. Cars used smaller diameter pulleys.

It was my impression that when using the incorrect timing cover, you get 3 or 4 degrees of error on the pointer. However if you have one available to check it with against narrow and wide belt pulleys I will certainly believe you!
