00 4.2 V6 will an can a power steering pump pulley rattle? I believe that's what this noise is when I turn the wheel it gets 10x quite. I attached a video!

Yes you can but they've all been on there the same amount of time so why take a chance, if one fails the belt will come off and and most likely ruined along with a chance of overheating the motor.
On my 03 F150 I heard one them when bought it so I just ordered a new belt and a new tensioner and idler pulley so it didn't have to worry about it again. I ruined a motor on one of my work trucks because of a failed pully on a 100' day so I've been proactive every sence.
