I have heard about decent gains doing a true dual setup on 05-10 that had the 3V V8, but mixed reviews on the 99-04 with the 2V V8. I think 5 Star tuner, SPD y-pipe, free-flow muffler w/ stock cat (unless you can get away with removing it), and gears would be the most cost effective way to go.
