According to the Ford Chassis Parts Catalog, they are not the same. F1 is it's own part, F2-3 are the same. That's not to say they couldn't be made to work in a pinch. The F1 part would be a lighter weight part.
Sure. Model C is F1. Model D is F2, model Y is F3.
Crossmember #4 for F1 (rear crosmember as shown in the diagram below) is 21C 5027
Rear crossmember (#6) for F2-3 is 82Y 5035
