Ok, so the only thing I know that can make the idle jump is the ICP sensor. With my tune it normally idles at 625. Every so often it "jumps" to 900 to 1000 while idling in the driveway or driving it with my foot off the throttle. I replaced my ICP in October with a generic one from Advance Auto., then started again about 2 months ago and bought a replacement actual Ford part Sinister Diesel. Now its acting up again! Can anything else cause this? The harness is in good shape(well it was last time I checked), it has started doing it again randomly and will eventually get worse as usual! What else can it be besides the ICP? I dont have any codes yet either.
The connector and wires get saturated {pressure filled with oil) and needs to be cleaned really well or replaced. The oil in the connector will kinda cross the wires.

10-4...good to know, which I assume you mean that will short the wires together?
I know I saw you can do it from the top if I remove the degas and FICM? Is it a clear path then? I've done it twice from the bottom, and hate crawling under it.. doing It fin the bottom i always have to unplug the IPR to get to the ICP, cant i get to it from the top easier? Would have to be easier to inspect the wire too I assume?
625 is the spec. Any number of areas could cause spikes...........you can pull the ICP harness when it surges (it will set a CEL) to help isolate. Be careful as yours is in the rear near plenty of hot spots (tricky on the 03-4, mucho easier on later).................if it "settles down" with the harness pulled, you've found the problem...............
