HELP, No heat...

Ok, I have a 98 for explorer. When the temperature outside is 40 or lower I get no heat. The temperature gauge hardly moves up at all, especially when going down the expressway. I changed the thermostat but that did not do much. It still does not put out heat when its cold outside. However, if i am driving around town when its cold out the temp gauge goes up and i get heat. I thought the thermostat would have fixed this??? What should i do next??

Maybe you got a bad new thermostat. Happened to me once.

did you put the gasket in with the new thermostat
