If all you're looking for is for it to just run, then likely yes. A converter would at least get it into it's power range faster so it's not sluggish out of the hole.
Also, with that cam, you could install an adjustable FPR to increase to the fuel pressure at higher loads, but you may still experience some tip-in lean issues, and that will require some tuning to get that ironed out.
Those track heat/stage X TF cams are ideal of lighter cars, vehicles with higher stall converters and/or power adders.
I'm assuming all of this is with a stock mass air application, is that correct?
If it is Speed Density, then don't bother with that cam, even with tuning, it'll still have idle and driveability issues; I don't believe that cam will make enough vacuum for it to run properly.
There are better cams to select for a 5.8L and stock heads. I personally wouldn't put that one as my top selection with the application you describe, unless a lopey idle is all you are after.
I thought about it a bit and after all its a truck and its never gonna be super fast and i like how it sounds so I thought might as well and yes all the '96 351's had MAF (California got it on the 351's in '95)
