So, to bump this a bit; I ordered a brochure from Ford and received an email a couple days later offering $2000 on an F-150 or Expedition OR $1250 against all others except for Bronco, Mach-E, Raptor, etc.
Apparently it's not $3000 anymore. And, if you look at the new retail offers that are now good through 8-3-20, there is no more incentive money except for 0% financing.

Thanks for that info - since our truck isn't due to be built until August, I think I'll try the Order-a-Brochure method after these incentives expire. Interestingly, the Sales Manager I'm working with said we'd lose the 0% financing if we ordered a truck. He never answered my question of why, so I assume it had to do with the incentives back then stipulating that the vehicle must come out of Dealer Inventory. Once our truck comes in, isn't it in "Dealer Inventory"? I guess we'll see what we can get when the time comes....

How does one "order" a brochure? I've been on a hunt for a PCO as well, but when I try to do the brochure method as many suggest, it only gives me the option of downloading the brochure on their website.
