I don't have any experience with this light bar but don't want to leave you hanging without a response. The licensed plate base bracket looks like a simple, no drill option. Though I think it'll have to bolt to the front of the plate holder since that's the flat surface on our Ex's. Since it's a no drill install with the included bracket, it's low risk if the quality is below what you expected. Usually when looking at light bars, I look for the IPX water rating. I've also heard of doing some additional DIY waterproofing like putting clear silicone between the front glass and the bezel and then also around the wiring hole. (leave a little opening around the wiring, at the bottom so any moisture that gets in the unit to evaporate out)

I think I misunderstood your original ask. Sorry, Reading the 1 star and 2 star reviews, the product seems fairly lightly built. I noted a number of Ford truck owners in those reviews commenting it wasn't sturdy for their application. It's an interesting idea but maybe not executed well enough for a real truck like ours.
So far this is the best idea I have seen yet. I have looked at light bars and they look too "off road-ish". Not knocking the off-road look, but that's not what I'm going for. I have a pair of Sylvania X1010 HID lights I had on my last Excursion and together with HID bulbs in the headlamps, I had ample light. Unfortunately the lenses have been etched by the plastic protective film that was on them and I do not know if anyone can polish glass. With that said, I might have to replace the lights all together. Yours look awesome, and definitely a consideration.
This is plenty of light for camping and dark CO roads
I'm interested in throwing as much light down the road as possible so my consideration is more of a spot beam. Short of just using my Sylvania HID lights, I think yours might be brighter. Usually HID is brighter than LED however the light bar has more LED's that probably combined are more light. At 80 mph, I want as much light as possible. Thoughts?

As I'm in CO as well, I need to have one (and was warned by the Dealer when I bought the truck to make sure I have one or they'll site you).
I am planning to put a row of LED Bars on top of my Excursion once i get the roof rack all sorted out, i plan to have an array of 4 bars in front and 4 in back.
Not exactly like your wanting, but to give you an idea at least. I mounted my 52” spot/flood curved bar right to the top of my bumper.
the 05 excursion has a plastic top. But the other years this will work for.
