In my rig when the cruise did not work it was a simple wiring problem. I do not have airbags so no clock spring but what I found was there was a pin that was snapped off right behind the steering wheel and such no cruise.
If you check out the Horn diagnostic fix thread on the main page you will see what I am talking about.
Check the easiest things first, seems you checked relays and fuses. Next is wiring. Make sure you have power to cruise, if you don't check wiring. Let me know what you find. Also you are in Italy right now?
