Sprayed starter fluid in to try to differentiate between fuel/ignition. Still cranks but no start. There is fuel pressure at the rail. Ideas?

I should add that sometimes while turning over, it sometimes feels like it is free spinning - then I can hear the compression cycles and it jumps a few times like it wants to start then won’t. Kinda like old school timing off -
I have been messing with this no start condition for a bit - there are no codes except for an evaporative emission code. Checked all fuses. Replaced fuel pump module. A guy at the parts store mentioned the crankshaft and camshaft position sensors, but wouldn’t that throw a code if they were bad? Truck was running , then stalled and wouldn’t start since. Then sat for a year and a half til now.
So I said I have fuel at the rail. After researching , I am going to try to check the fuel pressure to make sure it is within specs. I have read 35 psi +\- 5 psi. Is that the correct pressure for “cranking” since it won’t start? And I can check it right at the valve on the driver side rail near the front correct?
I just looked up in the Chilton's manual, and the factory spec is 51 to 60 psi with the key on/engine off. No published spec for cranking, but it sounds like low fuel pressure may be your problem.
Check again by cycling the key and watching the pressure, if you get less than 50 psi you have a problem.
So with key on engine off, the pressure rises to about 40 psi then slowly lowers down to 5 or so. Is the fuel pressure regulator at the fuel pump itself? I am thinking I will do the pump, regulator and filter.
