ITBC Not enabled??

ITBC Not enabled??
Why would the integrated trailer brake controller be disabled in the software? I hooked up my trailer and had neither the brake option in the trailer setup nor any brake gain in the menus. Fortunately I found the option in Forscan and enabled the ITBC but can't understand why it would not already be enabled...
Any ideas besides the previous owner going into Forscan and disabling it?
