In a couple of years, the 6.0's and the 6.4's are also scheduled to be forbidden from registration (again, only applies to over 14K GVWR). But not many people are going to want those troubled turkeys.
This coming year will be the butterfly hatching bloom for 7.3Ls fluttering away out of state, as the looming January 1, 2020 deadline applies to model years 2000 through 2003... the last (and some would argue, the best) of the legendary 7.3L engine.
And the benefits for buyers grabbing these bargains will include bigger brakes, bigger axles, bigger U joints, bigger frame section modulus, thicker frame steel, regular maintenance (commercial / fleet / business usage), and lower mileage... because any business that still is operating a 20 year old truck, most likely has equipment on that truck that doesn't require daily use, and most likely operates within a very short radius of territory... like a navy base (government agencies are not exempt from California's replace or retire requirements) or a construction company etc.
Anyone in the market for a 7.3L who is not in California... should tune in right now to truck trader rags and online classifieds like Craigs... and select California as the territory, rather than your home state... as thar's gold in them thar hills out in Cali.
