C4 Question

I'm working on resurrecting 69 f-100 with a 302 C4 drivetrain. When moving the truck to get it on a trailer, no gear option kept the wheels from rolling. Is this normal for a transmission that has sat for years and has no valve body pressure, or sign of internal issue?

an automatic will not "lock up" unless the trans is in park, or the engine is running.
if the engine is off, it will roll in any gear except park.
