If you did Matt's testing to the "T" and it checks and you have 12 volts on the starter stud and you are sure the starter is good as you said you had it tested.
The only thing I have not seen asked yet and it is a big one .......... WILL THE MOTOR TURN OVER BY HAND?
Pull all the plugs out as it will make it easier to turn over. Find a socket that will fit the bolt on the crank shaft.
You will need an extension on the socket to clear the pulley and see if it will turn.
Go a few turns to make sure it will move good. If it will turn by hand we can move on.
Keep the plug out and run Matt's test again measuring volts at each point as it will point to where the issue is that needs fixing.

Good point Dave the motor may be seized, if power is getting to the starter he should at least be getting a clunk from the starter as the starter drive engages/pulls in.
If the motor is seized, then the question is why. Seized bottom end or corroded cylinders or mech interference (dropped valve, thrown rod etc).
I believe that's normal. It's a test feature for the bulb.
All right guys so I think my neutral safety switch is the culprit but I can't find a replacement that only has a two wire connection so is there any way for me to bypass it or do I have to find a replacement if so can someone point me in the right direction

Get under the truck on the driver's side of the transmission where the linkage goes into the side of the trans. You will see the switch bolted to the side with the levers going through the middle of it. You will probably have 4 wires going to it. Two of them are for the back-up lights. The other two are the neutral safety. Both neutral safety wires are red with a blue strip. However you can do it, you need to jump these wires together.

See and thats my problem my neutral safety switch only has two wire so what do I need to do to jump these wires just two female bullet connectors and a piece of wire connecting the bullet connectors or is there something under the dash....be assured I have a automatic transmission

Check the colors of the wires in the harness at the plug. If those two wires are red with blue stripe, continue on and splice them together. Cut them, strip them, and twist them together would work. If they are not red with a blue stripe, then do not mess with them, you have something else going on.
I just looked your truck up, the back-up light wires will be pink with orange dots and and black with pink stripe. Don't mess with those.
