" Running lights on" that would be trailer running lights ? If so backup and emergency work too ? If so I have never had a ("factory wired") trailer interior light w/o a switch. Is 120V inside also ?
Frankly, I’m not sure about what it takes to get the @#&$% “smart” trailer circuit controller to work. Assuming your truck’s trim is higher than XL, here are some things to try:

Both truck and trailer running lights. 12v on the whole trailer. It's a 30' cargo trailer

My understanding from the Order Guide and the OM fuse chart is that SRW trucks not equipped with the trailer brake controller feature (i.e., base XL model) require a relay in power distribution box position #37 and a 30A fuse in position #27.
The optional TBC (including the “Smart Trailer Tow Connector”) is option code 52B.

Thanks for the answer. Perhaps you can elaborate more. I have a '17 XL F-350 SRW that I bought off the lot on the condition that they add the factory TBC.
1½ years later I still haven’t tested it. IIRC there was a time when the factory TBC had a connection to the brake master cylinder. I don’t know if that is still true. What I really want to know is if my “factory TBC" installed by the dealer is functionally the same as a factory TBC installed at the factory.
I wish I had a definitive answer, but I don’t. While I believe that the OEM TBC can be retrofitted and enabled (see YouTube videos for installing the TBC into the F150), I don’t know if that automatically includes installation and enabling of the Smart Trailer Tow Connector.

I I saw that as well and thought about it but mine has the built-in brake controller and it's a lariat drw
Problem solved. Pulled every fuse for trailer system out and all looked good no blown fuse. Replaced all of them just to sure and apparently one of them was bad even though it wasn't blown. Thanks for all the help.

Sometimes ATO / ATC fuses can be expired but visually OK. They should be checked with an ohmmeter.
