2000 Excursion V10 about 180k miles.
Been having an intermittent problem with fuel pressure.
When it runs, it has 38 psi in the run position, and 32 psi after I start it.
My problem is 1 time out of 10 it won’t start, and has no fuel pressure.
Can’t even here the fuel pump running.
Then it might start 2 or 3 days later after just sitting there.
Is this a pump, or a different problem.
From all that I have read here, these fuel pumps die in 2 different ways. Some just go suddenly, like mine did, with no warning, others behave very much as you have described.
Try to run the fuel level in the tank pretty low after it does start for you, makes dropping the big tank a lot easier.
There are 2 different pumps, one for Cali spec rigs and another for the rest of them. If you still have the emissions sticker under the hood it should tell you which one you have, if not check for a third O2 sensor after the cat, if it has one it's a Cali spec build.
Its not that bad of a job to DIY, you can read up on it in the Tech Folder at the top of the EX forum page. Buy a quality pump, Motorcraft, Denso or Bosch. Good luck!

I’m leaning toward something electrical in the pump,
as when it runs everything looks good and holds pressure when shut off.
You can check the voltage to the pump up at the inertial switch behind the passenger kick panel. That will let you know if there is power heading back to the pump when it chooses not to pump.

I'm not fully understanding what you are saying here, do you think it's a bad pump or do you think it's something else?
When you checked the inertial switch did it show power even when the pump didn't run?
Like I said originally, some of these pumps die suddenly and others act like yours with a series of run/not run episodes before they go completely out.
My Ex stalled on me in the middle of nowhere at 10:00 pm on a hot August night, would not start at all and by the time AAA figured out where I was and the tow arrived of course it started no problem. Flash forward to December of the same year and guess what it happened again, of course three hours from home and 5;00 on a Saturday. This time it cost me a tow, taxi rides, hotel and the repair and I only had 55k on mine. Believe me it’s the fuel pump. Good luck

When the shop dropped the tank, they found the lock ring broken in half.
My guess is somehow the pump grounds to the tank and had a bad connection?
I went and replaced the pump anyway as at 180k miles it was going to go bad.

The tank is all plastic, nothing is grounded to that.
Interesting, seems to be a lot of people experiencing fuel pump failures. My brothers truck (2001 F250 5.4L) just fried one too. It was replaced a couple of years ago so not the original. As well, my wife mentioned that she is getting horrible mileage of late. Im wondering if "they" are spiking the fuel with something, like way too much methanol, alcohol... or its just crap fuel. And no, not all grades and brands are the same, I dont care what Google says, I know people in the fuel lab at work. I guess its time to start using additives on the regular like I do in my diesels.

Sticking to “top tier” fuel should ensure proper fuel quality consistency. And pay attention at the pump, this is my first road trip so far into the Midwest and I’m seeing a lot of stations that don’t offer the 89 octane that I burn, lots of 88 octane in both E-10 and E-15 as well as E-85 in many places. And I’ve seen more ethanol free premium on this trip than I have seen in years back in the Mid-Atlantic region, there aren’t any ethanol free gas options within a reasonable distance from our home.
