A high pressure pump would have a stiffer relief valve spring. A high volume pump is physically larger internally to move more oil per revolution of the input shaft, since oil pumps are positive displacement, unlike the water pump.
High volume is intended for race engines build with "loose" clearances. I suspect the high pressure one is for "tight" clearance race engines.
One other thing... You can often change the pressure of an oil pump just by changing the spring. You could theoretically change a low pressure high volume to a high pressure high volume. Or a stock low pressure to a high pressure. Some brands use color coded springs to denote pressure setting. Not sure if this is valid on Fords, since most of my mod days were with other brands.
You can't really change a high pressure to a high volume though without serious modifications.
