Some universal cats note a max engine size, some don't. Others list GVWR. Others list both. I'm having a hell of a time finding a cheap universal or high flow cat for my 7.5L. I found one with a GVWR of 8000, but a max engine size of 6.0L, could I use that? Does it really matter? I'm at the point where replacing the cat is more money than I want to spend considering I'm exempt from emissions.
if you do not have to go through emissions, you don't need a cat.
if you need to go through emissions, you will need a cat that will meet the vehicles requirements.
"universal" means it will fit, not that it will work.

Pretty much IF you don't have to pass a vehicle inspection then you can most likely get away without needing a Cat.... However IF your Vehicle originally had a Cat installed, then to be compliant with federal regulations you require it to be there and functional whether you need to pass Vehicle inspection or not.
We still have vehicle inspection in Texas but not all Counties require you to Pass emission test... but IF the inspector looks under the vehicle and Knows that it should have a Cat and it doesn't then the inspector will Fail your vehicle.... the Key Words are IF the Inspector Knows... or even looks.
Often the end result of a Texas vehicle inspection depends on your attitude in his shop
