I don't see how any state can require emissions on old vehicles, that emission parts are not available for anymore. That would require the manufacture to maintain a warehouse of emission related parts for ever.
I know of a 2000 vehicle that simple things like idle air control is not available anywhere, so it could be impossible to fix such a problem. Some one there needs to wake up to the facts in your state.

they still do that here, drive it, ride it, tow it, (is new saying) $5,000 off new ride, cheby/dodge giving $10,000 off right now, not bring anything in to trade
