I have a 2008 f-250 with 6.8 v-10.
My mirrors are power everything (power, heated, sliding, & folding.) The passenger side does everything except tilt up & down. It does tilt side to side just fine.

You might need a mirror motor. Or you might have a wire broken in the wiring harness from the body to the door. You need to find a wiring diagram so you can determine the wire/wire color so you can see if there is voltage on the up and down wiring. If you have voltage on the wire when operating the up and down tilt, then the motor might be bad.
Not sure if mirror motors are available for your mirrors. You can contact a dealer and ask them about it. This would not be the power fold motor nor the extension motor.
