Horn not working

Horn not working
I have a 1994 f-350 7.3 IDI. Non cruise, non airbag. The horn doesn't work. I have power at the relay (only on one side). at the steering wheel i don't have power to any of the three prongs. I'm lost at this point. The fuse is good.

Fuse "C" powers the Horn Relay and the Horns when the Relay is Energized ....

The horn switch Grounds the Coil in the Relay to energize it.
EDIT: here is the schematic I have for 94 F350 Horn
