Okay, however you want to frame it, after almost fifty years of buying new cars, I have learned one thing; your chances of pushing a mega dealer into a good trade or a good outright purchase price, is drastically higher than the small town dealer or a small dealer in a big town. Additionally a n important element in the process is pushing them for a price and be willing to walk away.
As far as the holdback process goes, it was explained to me by a neighbor who was an executive for Ford Credit, HOWEVER, that was fifty years or so ago, so the framework of the process may have very well changed.

I dont know....we did very well....with a small dealer.
They had the needle in the haystack that we were insisted in and they knew, I knew where the other 2 where (w/in a 3 state area).
We handled it as 3 completely separate transaction
Price of the new vehicle - w/ that settled we moved to
Price of the trade - and once that was settled we promised to listen to anything else they wanted to talk about (they knew we wouldn't buy the add-ons and they were warned not to jeopardize the deal)
Finally we discussed financing / terms and we did not agree to any early pay off penalties.
None of the big city dealers would agree to the terms and they couldn't get what we wanted (they would order it),
