So I’m taking passengers side head off to replace bad valve and I’m having trouble getting the back 2 bolts to come out, there loose there just to long to pull out and tips.

If they will pull up far enough out of the block threads, tape them up in place if that will enable you to remove the head.
Good luck.

Take them out with the head, and don't forget to put them back in the head before reinstalling it.

Assuming you are using a spring compressor, compress the spring just far enough to slip the "valve stem locks" in place then back off the compression to allow them to set in the stem groves when the spring retainer come up over them..
If your doing it another way and need to hold spring compression with one hand, put chassis grease on the stem, then set each lock in place, then release the spring. The grease holds the locks in place until the 'retainer' come over them.
Either way, after the locks are in place, lightly hit the valve stem tip with a hammer with enough force to be sure the lock is seated without damaging the valve tip or use a brass hammer to do it..
The locks are the only item that hold this assembly together.
Good luck.

It's called a "valve keeper" or just "keeper."
