Engine Brake in cold weather

I have been having problems with my engine brake in temps below 10f. When I hit the button I get the "bong bong" and the center screen goes berserk for a second or so then no engine brake. The button then goes dead hitting it does nothing. as does hutting it down and trying again. Later in the day (or at the dealership) it works fine.

I am wondering if the fault is:
1. Mechanical in the turbo
2. Normal because of the cold
3 Electrical

I have used my engine brake the last few weeks driving down a 5 degree, 1 mile long gravel hill almost everyday. Temps ranged from -38C to -10C. Everything worked fine. Shouldn’t be temp issue.
