Did this occur when you bought the truck, or is this a new issue? 99% of the time when an electrical item responds in the wrong direction it is a ground issue. I'll think about it for a bit and see if I can come up with something for you.
You need to tell us a few things.
1) with the key off, what happens to the dash lights and the interior lights when you turn the head light switch all the way from left to right.
2) with the key on,what happens to the dash lights and the interior lights when you turn the head light switch all the way from left to right.
3) do the parking lights and the directional lights work with the key on or off?
4) Are the dash lights you are talking about the instrument panel illumination lights, or are they the directional indicator lights?

with key on the instrument panel light is on when I turn light switch to left it clicks over and turns on dome light when I turn light switch right it turns off dome light and lowers the light on instrument panel
