That was what we wanted to hear. sounds like something is wired into those lights that is back feeding them. Check for splices from the ignition and light switch. Is there a newer radio or any other obvious addons?

Got that. Something is feeding that circuit when the key is on.

There’s no radio and for what I can see there’s no obvious splice that I can see

Alex, I'm thinking that the instrument panel case is getting 12V + when you turn the key on. Then when you turn the head lights on it puts 12V+ to the instrument light wire, so you have 12v+ on both sides of the bulb and the light goes out.

Put your test light clip the "-" battery post and touch the probe to the instrument panel case with the key on, I'll bet it is live.

I think the light switch is fine, see if that instrument cluster case is hot with the key on

If I am correct, if you pull the 2a fuse out of the fuse panel and check the 2 fuse connections with the key off they will both be dead, with the key on one will be hot, and if you turn the lights on with the key on, both connections will be hot with the fuse removed.

Ok were getting somewhere. What you need to do now is trace the wire that feeds those lights and where it's sourced or be spliced into.
