Considering that tow dolly looks homemade, it could also be due to the dolly not having the proper inspection certificates. But since most of that is under the jurisdiction of the MTO, the OPP's ticket was probably something generic, like operation of an unsafe vehicle or something like that.

You're absolutely right! None of them are former truck drivers, none of them have been trained in commercial vehicle safety/enforcement, nor have any of them been trained in commercial vehicle accident investigation.
