Intermittent Power Loss

Hey guys first time posting here, I have an 02 7.3 PSD with 140k miles. I've been having intermittent power loss. It starts fine and runs strong at times then you can feel the power just drop out to the point where it will barely maintain the speed limit. Even idling it will randomly misfire/run rough. I've replaced injectors, ebpv delete, IPR, CPS, ICP, Engine oil temp sensor. I just bought an Auto Enginuity and got a P1247 Low Boost Pressure code. At this point I'm stumped but think it may be something in the wiring harness/UVCH

Check the wiring harness above the drivers side valve cover before it goes into the 42 pin connector as it may be rubbed through and grounding out. Clear the code and see if it comes back as that sounds like another issue.

A plugged exhaust will do this.

Did you leave a rag inside of it?
How about fuel pressure, have you tested to see if it's low or intermittent?

Hopefully theres no rag inside it👉 and I havent checked fuel pressure yet, I got a rental fuel pressure gauge from the auto parts store but it didnt have the right fittings. Is there somewhere on the fuel bowl I can hook up a gauge to test fuel pressure?
