fuel/starting issue

I have a 1991 Sportsmoblie camper built on an E250 chassis. 351W with 2 fuel tanks. After replacing both tanks, the 3 pumps, and the accumulator I ended up having to bypass the accumulator and run off the rear tank. a few weeks after doing this I noticed that after I shut the engine off and then restart it runs like crap and stalls a few times. Once it does this a couple of times it run fine. It acts like it's getting too much fuel and I have to crank the starter anywhere from 10 to 30 seconds before it clears out and starts. I'm baffled. Ideas?
