95 F150 5.8L won't start. Long story short, I removed the engine and it got put back in. It has spark and fuel comes out of the valve on the fuel rail. It will start on carb cleaner and will keep running if continuously sprayed. Only difference is I took EGR off since I got a set of shorty headers. Vacuum lines are all good from what I can tell. Did the self test and got codes 27 and 63 multiple times. Any suggestions?
1.Check/replace TPS
2.clean IAC.
3. Check/replace ground wires
4. Smoke test for vac leaks w/ engine off. --- Do you have a big, gaping, hole from where EGR was?
I did the self test by putting a jumper between the terminals
Therein lies the problem. Your truck displays three digit codes, you counted the flashes using the assumption and expectation of seeing two digit codes. Re-run the code check, but keep in mind your truck is flashing out three digit codes.

Your revised Codes:
Code 327: EVP circuit below minimum voltage of 0.2 volts. With no EGR/EVP sensor I would expect this code.
Code 636: TOT sensor voltage out of self test range. Most likely caused by not warming up the engine/trans. before running the KOE tests and Stored Code display.
Neither of these codes will prevent the engine from running. You need to validate the fuel pressure with a gauge.
So the fuel pressure gets to about 44 turning the key. But the stream coming out is very little. I'm assuming since these are EFI and a small electric carb pump puts out 50 GPH that the little stream is no where correct.
I blew compressed air through the fuel line and then checked it again, plenty of fuel at the rail now, but still doesn't run unless I spray carb cleaner in, then it runs good. Injectors firing?

So does the engine stay running after you spray the carb cleaner in or does it just run until the carb cleaner is burned?
