Just to make sure you are on the right track, take a scrap piece of wire, hook one end to the battery + and then unplug the relay and first touch the wire to the brown wire and see if the rear tank pump works, then touch it to the red wire and see if the front tank works. If it does, something is wrong with the relay or the wires are plugged into the relay in the wrong places. Believe it or not, I have had that happen before on a previous car I owned.

P.S. Less risky would be to get a small 10 amp battery charger, hook the negative to the negative of the battery, and then use the positive with a short piece of wire to probe the relay socket. The battery charger has a circuit breaker in it in case something goes wrong.

I tried the test you recommended. both pumps came on no problem. the way the relay pins are situated makes it impossible to plug in incorrectly. the relay is new, so likely not the problem. is there anything upstream you can think for me to check. btw, i misidentified the rear tank power wire. at the relay, its orange/blue. at the rear tank, its brown/white. the diagram reflect this as well, i just missed it.
maybe the dash switch??

first of all, I'd like to thank everybody that offered suggestions and helped me troubleshoot my issue. this forum is invaluable and its members are full of knowledge. thank you!
i was able to find a 1983 f250 with dual tanks at my local pull & save last weekend and i removed the tank selector dash switch. after installing it, the front pump is now working. the fuel gauge shows empty even with half tank of gas (this is the napa pump i bought). i went ahead and put the original pump/sending unit back in the truck and it's working and showing accurate fuel levels. i would not recommend buying napa replacement pumps/sending units for this year/model as they are ill fitting, defective junk. i feel more comfortable putting the 37 year old ford parts back in than using those napa parts.
the electrical diagram provided by franklin (i think) is spot on. i learned a lot! thanks again!
now onto the air pump lol. mines screaming like a banshee. if you guys have any opinions on whether i should bypass it or get it fixed, I'd love to hear your opinion!

If you need the air pump for inspections, you will need to keep it on there. If not, it's up to you to take it off or leave it on there.
