If the freezing door latch concern is anything similar to the safety recall that Ford issued two years ago for the same cab (in both 17 up Super Duty and 15 up F-150 versions), then if you wait until a problem actually happens, it could potentially be too late for you to do something about it later, worse case scenario.
The initial problem was water getting into the door, which then got into the door latch. When the water froze, the door latch wouldn't open. Worst case scenario might be if you enter into a skid in cold conditions on black ice and get into a collision with only seconds to escape the truck before a fire engulfs it. That latch is frozen, and you don't want to wait for the flames to thaw it out. Conversely, a frozen latch (or actuation cable) can prevent the door from latching completely when it is closed, and thus inadvertently fly open when rounding a corner. If you wait until these problems happen, it could be too late, although Ford states the company is unaware of any incidents or injuries related to this issue.
The previous fix was reportedly to install water shields over the latches, in addition to inspecting the assembly for damage, and replacing parts as required, at no cost to the customer. Not sure if the 2019 FSA that you received is an expansion of the former recall, or something different, but either way, if I ever get notice of an FSA or Recall related to safety, I'd be inclined to take it in to preempt actually experiencing a problem.

On my other vehicle there had been TSB's and recalls, TSB's being something they would fix if the problem currently existed on the vehicle, same way they would handle an issue under warranty.
Talked to my dealer about this as I got the notification for my 2019 as well. Dealer said they will only perform the FSA if you actually are experiencing issues with the door latch freezing. If you are having issue then take it in...if not, then you can probably ignore it. I made it through last winter with no issues and we had a fare amount of freezing weather / snow. I am moving to AZ next year so......I plan to skip this unless it pops up as an issue this winter.
As a side note, I did have this issue with my previous 2016 F150 and the dealer took care of it. I really figured they would have solved this problem by now.....
I would consult with your dealer to see what they think....really up to you to decide how you want to handle it.

You’re coverage because it’s a factory recall so unless you’re having a problem with the latch, there’s no need to take it in right now.
This seems to be a problem for owners who live in an area that have real winters.
I have the same recall notice for my 2016 F-150 but I’ve never had a problem with the latch assemblies so I’m a firm believer in not causing a problem where there isn’t one for me.
However, I live in GA, the winters are mild so the latches don’t freeze.
Crazy! This has been an issue since the 15 MY F150 was released and 4 years later, it's still an issue. Makes no sense. Ford should change manufactures of their door locks.
I'm thinking that this may be the related TSB. It's pretty involved. I have not had it done.
Thank you. I haven't read through it yet, based on the materials and tool list, I dont think I want my dealer touching it. It's now more like recall than a TSB.
Just had an air bag recall done on another vehicle I own, came back with two new scratches on the dash, and that was a fast and simple job. Never fails, they just dont seem to give a crap.
The fact that you've had the "fix" done and still are having issues makes me even more hesitant to take it in. Especially if it takes hours, even days to do. It sounds like you have a good dealer at least, with techs that dont return the vehicle with collateral damage.
I believe 19n06 was originally only for 2019’s. My drivers door has this “fix” but we have not had below freezing weather since March...can’t wait for a good 20 degree day to see if it worked.
after I wash my truck and dry it I do have water running out of my door handles....to me that is not a good sign.
