How to fix this rust?

This is a picture of the roof with the headliner off. How would you treat this rust, as a sander won't fit. Vinegar/water?

What about some OSPHO Ospho Rust Treatment - Since 1947 or one of these https://nomorerust.com/store/15-meta...mover-products. _ Tony.

A good rust converter would work. Ospho is one. Picklex 20 is another and I use that on light surface rust after grinding to neutralize rust in the pits before filler, primer and paint. MARAD, Dept. of Transportation uses Corroseal which I adopted for use on the USS Hornet museum carrier.
