2000 explorer not going into 4x4

2000 explorer not going into 4x4
hey guys, my explorer will not turn the front wheels. it has the auto, 4 high 4 low tcase. the light comes on for 4 high and i hear the case shift into 4 low but the front end does not engage. it also does not engage in auto mode when the rear tires spin. anybody have an idea what is up?
