I have a 96 e-350, and it has the common torn driver seat and the passenger is on its way out too. I know all of our vans are mostly the same, but when I go Ebay and look for used ones the say they fit 98-08.. i thought any from 94 -08 would work I'm just looking to clarify that.. I would like to put some in with an armrest. Also if nobody is sure can somebody measure the bolt holes on center (left TO right/front and back) (front TO back/ left and right) as well as diagonally on lets say an 00'+

That's a good outfit---I'd use them myself as their prices are fair and they have a lot of good choices. I have my own seats repaired or reupholstered here locally. New foam and covers are also available through the dealers, about the same prices as TheSeatShop for the most part.
As for interchangeability I'm guessing those up through '96 would be direct fits base-mounting wise. In '97 the body floors might have changed to accommodate the new Modular Motors which may have had the seat bases being changed too. Here's an image showing seat bases from a 2003 E250 that would have had factory arm rests:

I dont know where you are located,but I am in the process of stripping my 95 e-350 club wagon and it has 2 good seats with both left and right armrests. It has been my experience that the seat belt anchors are different from different years.I am in central wisconsin.
Usually the seat belt anchors can be refitted to the "new" seats assuming the bases are compatible relative to where they mount. Not sure when the lap belts received the pyro pre-tensioners so that might be another bolt hole.
