Use different tires
Can I use 265 70 r16s for my 2003 ford expedition when they take 265 70 r17s.

Nope, 16" wheels don't clear.

Curious as to why a smaller tire would have clearance issues?

i would think the 16” would be fine, but I’m no expert

Well for one 16" wheels don't fit these because of the brake caliper hitting, two there is no 16" wheels in a 6x135 pattern without a massive offset. The older expeditions used a 5 lug 16" wheel with smaller brakes.

I see; didn’t think about the rim hitting the brakes. Was thinking about the tire itself
