I get it too. I've also had an issue with a few posts (long) where the start of my submission gets deleted, and I have to go back and edit in what was lost.

It appears to be a gatekeeper to check the IP of incoming connections.

Yeah, it looks like a DDOS detector of some sort.

Our DDoS Detector (Cloudflare, obviously), has noticed an unusual uptick in suspicious connections, so they're running a higher alert filter on FTE.

It has really killed the mobile app. I can’t get in using it, the wheel just keeps spinning 20 minutes later.

We stopped supporting the app a few years ago, so this filter isn't the only thing that's killing it.
