Is there a way to get rid of these black spots on the paint? They didn’t seem as bad years ago and sort of fade after a washing, but was hoping to get rid of them altogether
I'll bet its parked under a tree. I have a couple of vehicles covered just like that. It looks like mold. Pick a small spot and rub a little bleach on it. Worth a try.

I'm guessing the mold is getting down and living in the very small imperfections in the paint you can't see. Cleaning it will get rid of most of the visible stuff, but it will grow back from the hidden stuff. After a good clean, I'd clay bar the area, then polish and wax.

Basically just a wad of clay (they make it special for cars, you can find it at any auto store) that you rub across the surface with soapy water. It pulls out any little stuff you can't see stuck in the paint. For really nice paint jobs, you do this before a final wash and wax to really get your best shine. Here I think it might work to pull out any tiny tiny pieces of mold in his paint (after an initial cleaning).
X2 on clay barring the area. I’ve only clay barred my truck a couple of times but the pliable clay seems to pick up small pieces of grit that still remain after a good washing. Leaves the paint feeling smoother to the touch and ready for wax.
If you want to "feel" the difference a clay bar can make, after washing and drying your truck put your hand in a plastic grocery bag and run it over an area. It will probably feel like it is getting caught along th sutface. After you clay the area, pass your hand in the bag over it again, it should feel silky smooth.
There are a few different levels of aggressiveness you can get. I've used the light and medium types with success. You can also use the clay on glass to get a lot of little spots out.
