Can't pull codes
I've got an 89 F250 that I've swapped a Mustang mass air setup onto. All of a sudden the truck wouldn't start when it was cold/wet. It has new plugs, wires, cap and rotor as well as a new fuel filter. Now all of a sudden it won't start and I can't pull codes at all.
Anyone have any ideas?

Yeah, it ran until about a week ago. It has spark and the timing is right. There is fuel in the rail, although I'm not sure about the pressure since I don't have a gauge. The starter turns the motor over fine. I'm pretty well stumped.

Sounds like the computer (EEC-IV) crapped out on you. Either that or the EEC power relay. The relay puts power to the computer when the key is on. Get a chiltons or a haynes manual. Either of those will help you find the relay and computer. Either of those parts can go bad, and will give symptoms like what you are getting. The computer controls lots of things like your injectors, spark. etc. A dud computer will do prevent it from running as well as one with out power.

I guess I should have elaborated a bit more. The computer will give both spark and advance. It also turns on the check engine light when the key is on.
The odd thing is that the fuel pump is always running when the key is on. I think that started when the truck stopped starting.
