exhaust output location

hello, my muffler went bad on my truck and i installed a new one today. Right now i just have a 45 degree angle that comes off the muffler toward the rear tire. Do you think that i would need to re install the tail pipe or the pipe from the muffler to the rear so that the exhaust doesnt collect under the truck (which it doesnt seem to). I'm mostly concerned with it not passing inspection where i live in PA? I just didnt feel like intalling that rear piece that is almost shot and steps down from 2.5 inch to 2.25.

Most States require that the exhaust exit has to be just out from under the body. Tail pipe is not necessary.
