Since payload is what remains of the rated GVWR after subtracting the actual as-built vehicle weight it would depend on the options of the EX as to what that payload number would be, 4X4 would be heavier than RWD. Do you already have the 7.3 EX? If so, run it over a certified scale to get your weight, CAT scales will only be $12 for a single pass.
What are you concerns? Setting one up to tow and carry the family? Plan on hauling something heavy inside the wagon?
I tow a very large and heavy TT with our V-10 EX, so between that tongue weight, passengers and other onboard gear it runs over the sticker ratings but it is still within the component ratings, tire's, wheels, axles, springs, brakes, hitch, etc.... The EX starts off pretty heavy so if you are carrying 5/6 people and their gear it leaves very little extra rated payload for any sort of decent sized trailer, most of us here who tow have had to deal with that and our own realities and made it work for our situations.
Thank you. I’m towing a 9800 pound travel trailer with 980 pound hitch weight. I have 4 kids and a dog. The payload for the 2000 Excursion is 1500 pounds. Subtract the hitch weight and I only have 500 pounds for people and gear. Blew my mind when I did the math. I do not own the excursion. I was about to buy it. The guy put leaf springs from an F250 into the excursion. Is there any way I can increase payload? Does the fact that all components are within range mean I’m safe? What if I get pulled over, am I legal? Do I have a brake issue?
“If” you get pulled over the main thing weight wise they are going to be concerned with is that you are within weight limits for your license class which for a class C would be trailer weight no exceeding 10,000 pounds and total GVW under 26,000
you can increase your payload capacity with airbags, These are a few ways to utilize F250 springs, how it is done will determine what the actual capacity is.
I guess my main concern is safety. I’m astonished that the 7.3 only has 1500 payload capacity. Everyone I talk to says I’ll be fine. But what if fine isn’t legal?

The rig I'm considering has f250 leaf springs, kona shocks, a sway system. I feel pretty confident that it’s beefy enough.
Payload capacity is a function of a Springs travel x spring rate. The F250 spring can be utilized a few different ways on the Excursion, if it is installed as is on the excursion it will decrease the the usable payload capacity, If the installer “modified “ the spring rate by adding additional leafs then it can have the same or more payload as the stock.
The 7.3 Ex only has 1500 pound capacity because it is a heavy pig to begin with, and like I already posted, the capacity is a function of DMV weight classes more so then the amount of weight the structure of the Excursion is physically capable of handling.
As to the capability of the Ex you are considering, that will depend on the setup and condition of the components used.
